The Legal Status of Agriculture in the World Trade Organization: State of Play at the Start of Negotiations

Abstract
Agriculture, like textiles or the aircraft industry, has traditionally always benefited from special arrangements derogating from the general rules of GATT. Even today in the WTO, agricultural policies are covered by a special Agreement that departs from the general rules of the other Agreements. To understand the reasons behind this agricultural exception, a number of economic, cultural and political factors must be considered.
