AbstractArticle is a story of citizens’ struggles to prevent a toxic waste site managed by a US Company, Metalclad, from reopening. The Metalclad investment, once a shining example of North American Free Trade Agreement’s (NAFTA) promise to modernize hazardous waste in Mexico, became the first lawsuit by a foreign company against the Mexican Government.
