Leadership for Sustainable Development: Some Reflections on the Central and Eastern European Experience

Abstract
This essay reviews the changes that have taken place in Eastern and Central European nations to determine if they are on a sustainable development path. This region is home to the most polluted area in the world (the “black triangle”) and its people are keenly aware of the need to protect and repair the environment. After the fall of communism, a vacuum for new institutions that will correct market failures exists. The author compares some of the national efforts to address this need with sustainable development strategies. He argues that strong leadership, as well as management and behavioral changes and education, are all needed to ensure sustainability.
