Regulation in Non-WTO Countries: Overview of Telecommunications Regulation in Africa

AbstractThe African communications regulatory horizon changed significantly in the latter half of the 1990s. These changes result from broader shifts in the approach to socioeconomic development on the African continent. This article describes this shift and reviews the nature of changes occurring in the African telecommunications regulatory environment. The countries on the continent vary widely, of course, but there are some commonalities in experiences and approach to reform which allow a degree of generalization.
