Abstract
For reason of different natural-climatic conditions in the west and east of Europe during thousands of years, one and the same amount of labor met dissimilar amounts of natural needs of an individual. In East Europe, by virtue of its more severe climate, the totality of basic needs was substantially greater than in the West, whereas the conditions for meeting them were much less favorable.
