Abstract
Summarizes a vast body of literature, concluding that colonial elites forged a “bureaucratic compromise” with agents of the Spanish crown to build a long lasting colonial consensus. The need for crown revenue and the recapture of control of the colonial bureaucracy led to an attempt to impose an absolutist state, an effort that, failing, led colonial elites into rebellion.
