AbstractIn its first decade of independence Pakistan failed to develop effective political institutions due to the struggle between elected leaders and bureaucrats such as Ghulam Muhammad and Iskander Mirza who, as successive governor generals of Pakistan, ensured that the 1956 constitution was unrepresentative of the electorate.
