Can a State be ’Terrorist’?

AbstractWilkinson reviews major contributions to the literature on terrorism that address the relationship between terrorism by factions and state acts of terror. He claims that we cannot understand terrorism without paying attention to the effects of the use of force and violence by states. Historical cases have demonstrated how state violence can help fuel the violence of terrorist movements. This consideration is applied to the question of whether or not terrorism can ever be morally justifiable.
