Sometimes the need is truly global in scope as with terrorism, financial markets, HIV/AIDS and other public health threats, climate change, and weapons of mass destructions. In other cases the governance problem is specific to a region of the world or group of countries, as with the need to manage a major river system such as the Danube. This chapter details how the authors view governance and why the need for global governance is increasing.
