Abstract
The strategy of the government of José Napoleón Duarte – that military force could contain the Marxist-Leninist guerrilla movement and buy time for democratic institutions to take root – was moderately successful, but major problems remained, including a continuing guerrilla war, absence of consensus over policy goals, and weaknesses in the democratic political process.
