Abstract
Analyzes the efforts of the South Korean government, particularly President Chun Doo-hwan, and the Advisory Council on Peaceful Unification Policy (founded in June 1981) to formulate a plan for the peaceful unification of North and South Korea. Formal unification goals were set forth by North Korean leader Kim Il Sung at the 6th Workers’ Party Congress in 1980, and by President Chun in an address to the South Korean National Assembly in 1982. Both sides advocated a democratic, unified republic, but what each meant by the term “democratic” was unclear.
