AbstractBetween national congresses of the Vietnamese Communist Party, plenary sessions of the Central Committee determine Party policy on pressing issues. The nature of these plenums has varied greatly depending on the operating style of the general secretary, which was authoritarian in the case of Nguyen Van Linh and much more consensus-building with doi moi.
