Abstract
Discusses the Buddhist Compassion Relief Foundation (Ciji Gongdehui), headquartered in Taiwan, an apolitical social welfare and disaster relief movement run by Buddhist nun Zhengyan, which has become the largest nongovernmental organization in Taiwan. Although it did not have a branch in mainland China, during the 1990s Compassion Relief was unusual and controversial for providing disaster relief to the People’s Republic, beginning in 1991 when floods struck Hunan. Millions of dollars’ worth of relief was sent to China for food, medicine, clothing, housing, clinics and education. During the cross-straits tensions of 1995-96, Compassion Relief’s aid to China actually increased. During the recent economic changes in China, social welfare provision has decreased, so charitable relief from outside the country has filled a void.
