Abstract
Sen weighs the system of basing income on need versus work accomplished. Among his arguments, he cites Marx, Dobb, Oscar Lange, and Abba Lerner. He also discusses the use of both pre and post-tax incomes to help balance ability and need. The issue of work motivation is brought up, with China’s non-material incentives program for agriculture in 1958 used as an example.
