Abstract
In this essay, the author argues that terrorism is in almost all circumstances never morally justified, although it is perhaps occasionally forgivable. He founds this conclusion on the ethical theory of contractarianism, which leads him to the subsequent conclusion that because the terrorist has broken the social contract, he has returned to the state of nature and can be treated in a similar manner to that in which he has treated his victims.
