Abstract
A petition signed by more than half a million people around the world exemplified the critical nature of these demands. First, the petition called for the integration of women throughout the agenda of the Vienna Conference. This meant that every human rights issue on the agenda was to include a consideration of its specific effects on women. A discussion about refugee policy or political prisoners, for example, would also examine the particular experiences of women in those situations. Second, the Global Campaign demanded that the Vienna Conference recognize gender-based violence against women as an international human rights abuse.
