Thoreau stands by the argument that government is best when it governs the least, that government is only an expedient and that it is liable to be abused and perverted. Thoreau calls for a better government that does not get in the way of people and their conscience. In responding to the concept of civil disobedience, he argues that his only obligation is to do what he thinks is right.
