AbstractIn this piece, the author argues that there is in fact a moral basis for the rules of war even though the conventions now in force are far from giving it perfect expression. He discusses the most general moral problem raised in warfare, the problem of means and ends, and the conflict between utilitarianism and absolutism in situations of crisis. He suggests that the dilemma cannot always be resolved.
