Abstract
Policy development is best implemented through participation of ordinary people to more accurately identify factors which would contribute to its design, implementation and the corresponding impact on their lives. Guidelines are provided on how to develop an efficient policy which include awakening of the people’s consciousness towards political issues, shifting management to concerned people and setting of consistent goals to achieve better understanding of local and global issues.
