Venezuela: Participatory Democracy or Government as Usual?

AbstractExamines recent political developments in Venezuela: the rise to power of Hugo Chavez, his accomplishments in office, the strength of his opposition, & his ability to maintain power. Threats to Chavez’s power include his emotive leadership style, a burgeoning in-group culture, & external resistance. Venezuela’s oil-based economy with its resultant wealth & social inequality is summarized. The presidency of Chavez is broken into three phases – consolidation of power, heightened conflict, & referendum victory. Public participation in referendum rallies & the increased support for democracy in Venezuela are analyzed. Specific internal & external challenges are identified & the future of the Chavez administration is assessed.
