Developing International Rules for Foreign Investment: OECD’s Multilateral Agreement on Investment

AbstractOne of the major Organization for Economic Cooperation and Development’s (OECD) current functions is to encourage agreement of member countries and other countries on a legal framework for foreign direct investment rules through a free-standing treaty that would be open to both OECD members and nonmember nations. This effort has received widespread international support. The basic outlines of the multilateral agreement on investment, the accession by non-OECD countries and the relationship with the World Trade Organization are described.
