The Spread of Nuclear Arms: The Necessity of Treaties

AbstractIn fulfilling the mission of setting out the diplomatic framework guiding the US effort to prevent the spread and limit the dangers of nuclear weapons, diplomacy is an important, but not the only, tool. When the government negotiates arms control and nonproliferation agreements, it hopes others will act in good faith. However, it must insist on the most thorough possible verification measures. The US exercises its treaty rights to the full. And it maintains the world’s strongest, best-prepared and best-equipped armed forces.
