Abstract
The era in which nations ruled the world is over. With the information revolution, and the demise of the United States as the dominant world power, three groups have joined nations as important global players: transnational corporations, international organizations, and special interest groups. These issues affect strategies of international cooperation, national identities, and emergence of international border regions. Global players can be expected to collaborate in different ways on a wide range of issues. Some collaborations will benefit the global citizenry while others will be detrimental. Policy analyses is needed but the field of international relations with its focus on nations does not provide a sufficiently broad conceptual framework. National governments usually address policy issues but the new global areas may mean that national are less equipped to implement policy.
