AbstractToday’s international aid ‘market’ has too many providers to operate as an effective cartel, yet suffers from a lack of client information, client voice, weak ownership, and other restrictions on competitive discipline. Despite persistent criticism from different points in the ideological spectrum, these imperfections help to explain why no major aid institution has been closed in 50 years, whereas many have been created, even as aid’s share of world income has shrunk.
