From Civil War to ’Civil Society’: Has the End of the Cold War Brought Peace to Central America?

AbstractWhat happened to sites in Central America that were dubbed the ‘Second Cold War’ when the Cold War ended and they were no longer perceived as proxy battlefields for superpower rivalries? This article on Central America in peace time explores the renewed interest of the international community in such regions, but this time in the form of peace-building and the promotion of political and economic liberalization, with ‘civil society’, strengthening a significant focus of these activities since the mid-1990’s.
