Steps toward Enhanced Parity: Negotiating Capacity and Strategies of Developing Countries

AbstractAround the world, differences in living conditions and development levels translate into differences in policy priorities and strategies, including for global public goods. To reach consensus on the management of global public goods, perhaps through the creation of an international regime, governments work out agreements or treaties with other governments through multilateral negotiations. In this article, the authors explore the participation of developing countries, as represented by government delegations, in such negotiations.
