Citizens, Public Administration and the Search for Theoretical Foundations

Abstract
The inter-relatedness of the theory of public administration and the theory of politics is highlighted. Public administration is at the service of the citizen and hence co-operation between the people and the administrators is important with the latter acting on agreed-upon, publicly known principles and rules.
