Bureaucracy and Bribery: A Conceptual Framework

AbstractBureaucratic corruption pervades all societies. Bribery, or the abuse of a public position in exchange for material compensation, is analyzed in terms of cause, the existence of contributory and aggravating factors, frequency and extent. A framework is formulated that considers the act from different angles such as the involved parties, the corrupt act itself, the organizational setup and the social milieu.
