The Crisis of Public Administration in Russia

AbstractThe reformation of Russia’s public administration sector has proven to be difficult primarily because of continual opposition to government reform policies. In addition, the Russian government’s efforts to simultaneously tackle economic and political reform has also contributed to the problem of reformation. To be able to effect significant changes in the Russian public services sector, the government needs to construct policies which are attuned to the prevailing political consensus. However, building consensus will prove to be difficult particularly in the light of the prevailing political instability in Russia.
