Public Administrators and Policy Implementation: A Social Work Perspective

AbstractSocial workers are one group of policy administrators who see themselves as agents of political change. Simultaneously involved in delivering the mandate of the legislature and mediating the extremely complex difficulties of social problems, social workers often find themselves caught between the requirements of the classic administrator and the political obligations of a representative of the people. It seems appropriate in this situation to find a ground in which the political concerns can be redirected without compromising the administrator’s ability to provide services.
