Economic Transition, Constitutional Choice, and Public Administration: Implementing Privatization in Hungary

Abstract
The privatization efforts in Hungary highlight a co-evolution of the public and private sectors, their constitutional basis and the role played by the public services in administrative management. Privatization has achieved a certain success in the country but its implementation has also led to various problems, including corruption, dilemmas in changing sectors and levels, and the role of local government. The Hungarian approach toward privatization, despite its drawbacks, can help to generalize and strengthen policy implementation theories.
