Performance Indicators in Academia: An X-Efficiency Approach?

Abstract
This article utilizes broad Russian public opinion polls regarding the state of law in the country to evaluate post-Soviet administration and economic activities in business and state bureaucracy. The authors focus on corruption, the shadow economy and the acceptance of criminality by the general public, asserting that business people are immune to punishment as long as the government officials do not have a broad base of social support.
