Which Way? Free Trade or Protection?

AbstractIt would be more beneficial for the US to turn completely to the GATT rather than pursue a two-pronged policy of committing itself to both GATT and NAFTA. The creation of discriminatory trade arrangements such as NAFTA, although permitted under Article 24 of GATT, will only further fragment the global economy into trading blocks with protectionist policies. Governments should focus instead on the development and maintenance of a strong multilateral trading system based on the GATT.
