Pure altruism is so rare and unstable that no policy is required to monitor it. However, impure altruism, (i.e. discriminating altruisms), is the very stuff of social life. Completely promiscuous altruism in a species that has no important enemies would destroy both the species and its environment. A judicious mixture of discriminating altruisms is required for survival.
