A European Citizenship or a Europe of Citizens? Third Country Nationals in the EU

Abstract
The concept of European citizenship fails to address the needs of third country nationals resident in the European Union (EU). Experts have raised a number of possibilities for addressing this issue. Promoting the superiority of European citizenship over national citizenship seeks to change the established relationship between the two concepts and attracts political opposition. Encouraging the acceptance of dual nationality by EU member states, however, offers a more feasible strategy.
