Abstract
Methods of crowd control used by liberal democracies are based on notions of individual responsibility. Rather than exerting authority from outside sources, which is perceived as a threat, democracies rely on feelings of accountability, self-regulation and rationality within the participants who make up the crowd. This allows expression without fostering violence.
