Lagon demonstrates that elites remain as important to shaping foreign policy as they were during the Cold War and are perhaps more so. Suggestions that the end of the Cold War and the arrival of the information age will shrink the role of foreign policy elites do not stand up to deductive logic, nor to empirical evidence.
