Abstract
This symposium documents the often uncertain and tedious process of change in several Eastern European (EE) countries. A consistent concern of these essays is the old quandary of how political, economic, and social change are interconnected and how this connectedness affects the pace and nature of administrative and institutional change. Or put simply, how can a relatively recently freed peoples most readily realize a free market economy, effective democratic processes, and a competent public bureaucracy?
