AbstractEuropean social policy since 1991 has been increasingly formed by the competing directions of various interest groups such as pensioners, and budgetary pressures. The poor in most formerly Communist countries have been isolated from the political system, and the nongovernmental social organizations common to the West remain unable to influence policy outcomes. The West must continue to help form social policy in transition countries.
